A Short History on Indian Casino Gaming

Indian casino gaming as we know it all began with the Seminole tribe of Florida. It wasn’t very long ago at all.

The Seminoles first opened a high-stakes bingo hall on their reservation in 1979. And just like anything in the United States, the government in Florida quickly moved in, attempting to close down the operation.

However, the courts interceded and stopped the attempts by Florida to overthrow the bingo hall. But despite the early victories in court by the Seminole tribe, the legality of Indian casino gaming was still very much in doubt.

There have been a few landmark events which sparked a flame of revolution in the Indian casino gaming venture. One important case took place in California.

The case of California versus Cabazon Band of Mission Indians took place in 1987. It was ruled by the Supreme Court that Indian tribal governments could operate gaming institutions in their sovereignty, without the interference of outside state regulations. This of course entailed that gaming operations not be directly prohibited in that particular state. At the present date, only two states in the USA strictly prohibit gambling: Utah and Hawaii.

After the Supreme Court gave definitive legal rights to Indians, it was time for congress to act. Indian casino gaming was to be taking very seriously. Some say it was a way to partially make up for all the wrongs of our predecessors in this country. The way the Indians were treated was nothing less than appalling; the least the U.S. could do was allow them to operate gaming halls in their own country. In 1988, Congress passed the Indian Gaming Regulatory Act (IGRA) to set the rules and regulations for Indian casino gaming.

For starters, the IGRA separated Indian gaming into three separate classes. Class I gaming is defined strictly as traditional gaming, or social gaming which offers minimal prizes. There is no regulation at all for Class I gaming outside of the respective tribal governments. This leaves Indians to operate any sort of Class I gaming without any regulation whatsoever.

Class II gaming includes games of chance. Any game that isn’t based on a skill-set is deemed a game of chance. For example, bingo and other similar games such as cards are included if they are played solely against other players and not against the house. However, slot machines are specifically prohibited from Class II gaming. Class II gaming is allowed on Indian reservations for as long as such activities are already permitted by the individual state.

The third class, Class III gaming, involves any games that are not included in classes I or II. This does include the aforementioned slot machines, and also blackjack, roulette, craps, etc. Indian tribal governments must first work out a compact with an individual state in order for a Class III gaming operation to be instituted.

Casino Games Online History and Options

Online casinos have grown by leaps and bounds since late 1990s when the first online casino was introduced. However, though continually growing, the average revenue per website has relatively lowered down due to competition.

The industry’s boom in 2003/2004 attracted several investors and entrepreneurs to open online casinos. There now are quite a few companies involved in manufacture or development of online casino games, launching as many as 30-40 new games every month. But it is principally the classics that have dominated the industry in several variants.

Blackjack: Skill really matters in the game of Blackjack. Some essential strategies, which are easy to learn, help reduce the edge of the house and increase the player’s winning chances. Blackjack believed to have been originated in the 17th century in Spain or France and is now the world’s most popular casino game online.

Slots: They’re available online in quite an overwhelming number of styles, and are easy to learn, fast to play, and offer the attraction of jackpots and big bucks. Although, as said, there can be several varieties of slots, they’re all learnable in 5 seconds straight, and offer unlimited fun, sometimes in just a few cents (per game).

Roulette: This one is the true novel among casino games online. It is a spin wheel game, which doesn’t work by any strategy, but the good part about it is that the edge of the house is smaller than in most other games. This game has two essential variants – American Roulette and European Roulette.

Video Poker: This is an exclusively created game for online casinos combining the slots’ pace and poker’s thrill. It is a great casino game online that can be enjoyed by people with even minimal poker knowledge.

Craps: This is the best game for players seeking some action in the casino. This is a speedy dice game where bets done right can reduce the house’s edge.

Pai Gow: This is basically the Asian tiles game, but now one of the most popular poker versions online, where the purpose is to make a couple of winning poker hands.

Keno: Playing Keno online is quite like picking numbers from a lottery ticket. Keno is very easy and the more numbers you hit the more money you win. It is played in almost the same manner on every website, with minor modifications like the rules of the online casino.

Baccarat: This is a casino game with genius and style. Baccarat is an action packed game with a low house edge and is easy to learn.

Bingo: Online Bingo is much fun, very entertaining and a restful gambling style, which can be enjoyed right from home. The rules are simple and quick to gasp.

Important Changes in the History of Powerball Lottery

The Powerball lottery game has come a long way since 1992 when it was first drawn in April that year. If you are new to Powerball lottery, you may not know that the predecessor of Powerball was known as Lotto*America which was launched in the year 1988.

However, a lot of things including the name were changed, and the real journey of this extremely popular game began in 1992.

Powerball lottery is credited for being the first lottery game that used the concept of two drums. A number of popular games of today, including Mega Millions, Australian Powerball, and many others followed a similar concept. An important change was brought about in 1996 when Powerball lottery was drawn for the first time on the road, and the Atlanta Summer Olympics was chosen as the event for the same.

GeorgiaLeaves Powerball

Georgia was the first member of the Powerball lottery to leave the game in the year 1996 to join Mega Millions. However, it is worth mentioning that it re-joined the lottery game as a member recently in 2010.

Another significant change occurred when the cash prize payment was introduced in the year 1997. At the same time, the annuity prize payment option in the Powerball lottery changed its duration from 20 to 25 years.

Introduction of Power Play

Power Play, which is a popular feature of the Powerball lottery these days, was introduced in 2001. Initially, there were 5 multipliers from 1x to 5x chosen for the feature. However, 1x multiplier was removed as an option from Power Play.

Role of Florida

Though Florida obtained the permission to join the Powerball lottery in 1998, it didn’t join the game until January 2009. With the joining of Florida, a significant change was introduced in the game. Earlier, the matrices for choosing white and red balls were 5 out of 55 and 1 out of 42 respectively. In 2009, the matrices changed to 5 out of 59 for white balls and 1 out of 39 for red balls. This decreased the jackpot probability from 1 in 146 million to 1 in 195 million.

Cross-sell Agreement with Mega Millions

Another important change occurred in 2009 when Powerball lottery and Mega Millions signed an agreement to cross sell the tickets in various jurisdictions. As a result, a number of members of Mega Millions were added to Powerball, raising the number to 44. Today, the Powerball lottery has spread its magic to different corners of the United States.

The ease of buying the Powerball lottery tickets also increased over the years. You can visit one of the retailer websites to purchase the tickets for this game. These websites also act as the information resource for various updates about Powerball.

History of Powerball lottery

The history of Powerball lottery is filled with both sad and funny moments. One among such moments is the ‘Cookie story’.  110 players who took part in the Powerball draw conducted in March, 2005, rightly matched all the five white ball numbers 22, 28, 32, 33 and 39, which made them all eligible for second tier prizes. However, 21 participants had opted for Powerplay, and so, each of them won a whooping sum of 0,000. The lottery officials were spellbound, as they realized they would have had to pay a total amount of ,400,000. It’s no surprise then that the Powerball lottery authorities suspected foul play.

However, after interviewing the lottery winners, it was discovered that the winning numbers were replicas of numbers from fortune cookies. New York’s Wonton Food Biscuit Factory had produced several batches of fortune cookies with the same lucky number combinations of 22, 28,32,33,39 and 40. Unfortunately (or fortunately for the lottery officials), the final number 40 of the fortune cookie did not match the Powerball number, which turned out to be 42. Sadly, none of the factory employees had tried their luck with this combination.

Improvements that made Powerball Lottery Famous

Originally founded as Lotto America in the year 1988, the game was renamed to Powerball in the year 1992.  Over 176 people have won the jackpot since then and have been paid both lump sum amounts and an annuity of over billion.

The two drum lottery system was introduced to players through Powerball lottery. Steve Caputo, employee of Oregon Lottery, first proposed the concept of the two drum system to enhance the design and to facilitate low odds for small winnings and high odds for top winnings. This concept became so famous among the lottery players that Mega Millions was forced to implement the same later on. Several other lotteries across the globe, such as Euro Millions, adopted the two drum system as well.

Until November, 1997, it was not possible to receive the lottery amount as lump sum cash. The prize was awarded to the winner in the form of yearly installments over a period of 25 years. Although the cash option reduced the prize amount to half, it helped in making Powerball more popular. At present, the annuity can be availed in 30 installments spread over 29 years.

Another significant feature called Powerplay was launched in the year 2001. By paying one dollar extra, the player could draw multiples of 2X, 3X, 4X or 5X in case of smaller prize winnings. In January 2009, Powerplay draws in Powerball lottery was done through a computer system that replaced the multiplier wheel. The second tier prize amount of 0,000 was modified to ,000,000 in cash for the Powerplay option, and the multiplier options were cancelled.

42 states in the USA, save for the Virginia Islands, currently sell Powerball tickets.

History of the Game Bingo

The most beloved gambling game has a history that dates back to 16th century Italy where the lottery game Lo Giuoco del Lotto d’Italia was introduced. The very popular game of chance came to North America only in the late 1920s with the name Beano. It was a toy salesperson from New York who was responsible for changing the name of the game into Bingo and increase of its popularity throughout the US.

Back in the 18th century, the original Italian lotto game was introduced to France. Historical evidence shows that a game called Let Lotto was popular among the French high society who used to play the game in parties and social gatherings.

Le Lotto was played with special cards having three rows and nine columns. Each of the three columns has 10 numbers, and each column has five random numbers and four blank spaces in it. The game also has a caller who announces the number, and each player has different lotto cards where they mark it as well.

It was only in the 19th century when the game took Europe by storm, and even children enjoyed it because of the simplicity and fun factor of the game. In the 1850s, there were several educational lotto games that entered the German toy market aimed to teach children to spell words, how to multiply and more.

Beano was a similar version of the lotto game in Europe and was very popular in the US. In this game, players would place beans on their cards to mark the called out number. The first player to complete a row in his card must yell out “BEANO!”

It was Edwin S. Lowe who, after buying the Beano game package, held several Beano friendly games in his New York home. One night in his Beano party, a stuttering girl shouted “Bingo” instead of “Beano,” and that made Lowe start a new game called Bingo. From then on, people loved the game of Bingo and Online Bingo and they even use it to raise funds!

California Lottery History and Education

The California Lottery was established after a majority of the state’s voters had approved Proposition 37, the California State Lottery Act on November 6, 1984. The California Lottery Act provides that a minimum of 34% of the revenues must be contributed to public education.

This contribution represents a supplemental funding, which offers schools the possibility to meet their locally determined needs. The Lottery Act also specifies that the California Lottery must be operated by a Commission that should be appointed by the governor.

The California Lottery proceeds are distributed as follows:

1. At least 50% of the revenues are returned to the public in form of lottery prizes.

2. A minimum of 34% is contributed to public education.

3. Up to 16 % is used for the lottery’s administrative operating expenses, with 6.9 % for retailer commissions and bonuses, 3.4 % for operating expenses and 2.9 % for game costs.

As mentioned above, the California Lottery is operated by a Commission that is appointed by the Governor. A new chair is selected every year. Generally, there are quarterly boardmeetings open to the public.

The ticket sales started at about .8 billion in1984/85 and grew to a peak of .6 billion in 1989. A period of decline followed until 1992, and then the sales have steadily increased ever since. The California Lottery sales in fiscal year 2005/06 totaled more than .5 billion.

The California Lottery’s purpose is to provide funding to the state’s public education on every level, starting from kindergarten through the University of California plus other specialized schools. The goal is to do everything possible in order to meet the educational needs of funding by managing sales growth. The proceeds are equally distributed to all segments of public schools per pupil funding level, based on the pupils’ average daily attendance in each school district.

On a general basis, the California Lottery contributes more than Billion per year to the state’s public schools. 77% of the contributions are allocated to salaries funds and other benefits for educators. This is a huge help as far as class size reduction, classroom aids, nurses, psychologists and other specialists are concerned. Another 18% of the school funds is used in order to buy classroom instructional materials, such as textbooks, supplies, computers and software, books and lab equipment. The last 5% of the funds are used for other school related programs and services.

The California Lottery funds account for about 1.5% of all the state’s education funding, thus providing the school districts with the flexibility of keeping valuable programs and services for students. Also, the unclaimed lottery prizes are collected into a fund and then given to schools.
